A narrativa biográfica do Promotor de Justiça, Sr. Paulo Roberto Gentil Charqueiro, em duas décadas de proteção do Patrimônio Cultural Edificado em Pelotas - RS (1992-2013)

Abstract

The present work aimed to build a biographical narrative of the Attorney of Justice, Mr. Paulo Roberto Gentil Charqueiro, as responsible for the Specialized Attorney for the Environment, in the city of Pelotas/RS, between 1992 and 2013, seeking to legitimize the biography as research instrument able to reveal certain facets of intervention in reality that depend on the personal qualities and relationships of certain heritage agents. It is notorious, in the city of Pelotas, the recognition of the high social value of the patrimonial militancy of the Promoter Paulo Charqueiro. In addition, for this value, he was chosen as the subject biographed in this dissertation. Thus, the research sought to answer the following question-problem: what are the elements of the nature of your nature and personal formation, of your interactions and socio-institutional clashes and of the nature of the most used institutional resources and instruments, which influenced the profile of the action Promoter of Justice, Mr. Paulo Charqueiro, for the production of preservation impacts of the cultural heritage built by Pelotas? To carry out this research, with a biographical methodological approach, we used, in addition to interviews with the biographed subject, official documents from different files (Legal Proceedings and Extrajudicial Actions promoted by Parquet, bibliographical sources and interviews with other actors, indicated by biographed, and that with him acted in the safeguarding of the cultural heritage in Pelotas), configuring a context of their performance and validating the information obtained in the processes and testimonies. The biographed author authorized the performance of this research and its publication, as a master's thesis, at UFPEL, and had access, in agreement with its content, to the final version of this study. As a result of this research, it was found that the Attorney of Justice, Mr. Paulo Roberto Gentil Charqueiro, played his role always in favor of safeguarding the built cultural heritage of Pelotas, in order to find the appropriate solution for each specific case, analyzing the circumstances and the possibilities existing at each time.
