Cadeira vazia? Migração partidária na Câmara de Vereadores de Bagé (1983-2004).

Abstract

The dissertation deals with the party migration in the City Council of Bagé (RS), in the period from 1983 to 2004, which comprises five legislatures. Has as main objectives: to analyze the meanings that the subtitle exchange has presented to the municipality's party system, as well as the impacts that the migration has brought to the local disputes. The specific objectives are to identify the incidence of the exchange of parties that took place in the City Council of Bagé; as well as the councilors and political parties involved; scale the impact that the migration that occurred between 1983 and 2004 has had for the formation or extinction of benches and variation in the size of the representation party. The investigation focused on two legislatures (1983/88 and 2001/04), as they mark the first and the last to be studied, as well as those with the highest incidence of the phenomenon: nine and 13 exchanges, respectively, for a total of 39 identified cases. On the one hand, it is possible to verify the first exchanges promoted by the political class, still in the midst of a party system in process of transformation and throughout the troubled period of inauguration of a civilian president, resumption of direct elections for mayor in the municipality (1985), Assembly Constituent and, finally, a new municipal election (1988). On the other hand, we seek to see, after so much time and since the country has achieved greater institutional stability, the impact that the arrival of the PT to the municipal power had on the local party system.
